As part of the evolving post-Brexit customs landscape, France is introducing a new requirement called the Enveloppe Logistique Obligatoire (ELO) — a digital logistics envelope that will become mandatory for all freight crossing the UK-France border via roll-on/roll-off (RoRo) transport by the end of 2025.
What Is ELO?
The ELO is a digital port pass, similar in function to the UK’s GMR (Goods Movement Reference). It consolidates all customs documentation — including ENS (Entry Summary Declaration), import/export MRNs, and transit documents — into a single barcode. This barcode is presented by the driver at check-in and allows French customs to verify that all formalities have been completed before the vehicle boards the ferry or shuttle.
Who Needs an ELO?
ELO will be mandatory for all accompanied and unaccompanied RoRo freight, including empty vehicles, travelling between Great Britain and France. The responsibility for creating the ELO lies with the haulier, customs agent, or freight forwarder, who must have access to all relevant customs data.
